I've been searching the web to answer this question about the House of Parliament for the past 2 1/2 hours, and have found next to nothing, except for biographies of Sir Charles Barry.
Question: What are the modern, classical, or romantic elements in the construction of these buildings. (The Houses of Parliament)
Answer: I have no idea.

The ground floor was at the same level from the north palace yard. They still have the cross-ribbed vaults with simple consoles and target gudgeons. The arcades were walled in. The most south-oriented room, now called the Wenceslas IV Pillar Hall underwent changes around 1400. Its ribbed vault, lead down to the two central slim pillars, is held on the wall by consoles of various shapes. The real development of the late Gothic style was reflected on these premises by intentional irregularities and a trespass against the building logic (viz tez 2.004).<<
