"The West" -- I suppose that is where we place that most Eastern of America's (and Europe's?) allies.
Is the bulk of America's (and Europe's?) financial aid to Israel, used for armaments?

I think that Israel is generally considered to be a "Western" nation - whatever that means.
However I was very surprised at the figures. Israel gets - what is it ? 3 billion dollars a year from the US ? More ?
I can only assume that you are right and that vast amounts are spent on armaments. Israel's population is 6.9 million, of whom 5.2 million are Jewish, so with an extra 3 billion dollars or more a year feeding the children should not be a problem.
